Vehicles had to be structured and stood up, then investable deal flow had to be built for them. The work connected institutional capital formation directly to the venture pipeline.

Problem

  • National technology-transfer capital had to be structured and stood up before it could be deployed.
  • Technology-transfer offices varied widely in commercialization and market-validation capacity.
  • Fund formation, training, and deal sourcing were treated as separate activities rather than one conversion system.

Intervention

    Fund Creation

    Co-created and helped operationalize DCP and ACT, the two technology-transfer venture funds under the TTA Turkey mandate.

    National Architecture

    Helped shape the logical framework, delivery methodology, and institutional roles for the advisory program.

    Capacity Building

    Adapted live-case commercialization training for technology-transfer staff, researchers, and entrepreneurs.

  4. 04

    Venture Pipeline

    Created a structured sourcing, selection, and eight-week market-validation process connected to the fund managers.

Result

  • $115M+ in completed fund closes supported: final closes totaling €52.54M in the Turkey example — €30M (DCP) and €22.54M (ACT), approximately $61.5M — plus a separate $56M fund
  • $135M+ across completed and active fund formation, adding a $16M fund and a $6M donor-advised-fund-based vehicle, both currently under development
  • 120 technology projects were sourced from 10 technology-transfer offices
  • 20 projects were selected for an eight-week intensive market-validation process
  • EIF reported that the two Turkey funds had invested in 27 proof-of-concept projects, startups, and early-stage enterprises by the end of 2016 — a program-level outcome
